Who to ask for a new skin design?

It depends, speaking of design only without coding, every designer should be able to do it.
Decent coders around the web most likely could convert designs into a VL template by looking at the code.

As it goes for this forum, Mark can design and code, i can only code
 
I would happy to work with you designing a new skin :) Typically the rate is $100-$300 depending on the complexity of the design, while I havent really designed a topsite theme in a couple years (aside from VL default) its something I have done a lot of in the past and should be able to dig up a few examples if you like.. though they might be a little dated by now as webdesign has evolved a bit since then.

Is this the approximately the same fee for help integrating a wordpress - site with the list?
 
yes the cost for that would also be in this range, depending on the level of integration needed.
