Based on the original long description plugin.

Alright so I was looking around at different editors and I found this one that seems like it builds off the old one with a lot more features.http://www.sceditor.com/

So you said $25.00 to tune the current one, but how much to build the editor on that site into a plugin to replace the old one? Just exploring my options so I can make an informed decision on what I will do.

Depends what options you need from there. As each option ( button ) + possible sub options ( like smileys - each smiley ) need an internal rewrite on stats page to make the bbcode into html/images/links etc etc
