Cron settings isn't working

When is add
$CONF['cron'] = 1;
to my settings_mysql.php and I vote on my sites they still get higher in the toplist. I want to refresh the stats every day at a certain time.

I think you have misunderstood how this works.

no matter what, the site with the most votes moves up.

What happens during cron job is a reset of the rankings (daily weekly or monthly as set in your admin panel) and the move to "next day". Cron is used to clear rankings, not set them.
