Adding site : Could not open socket.

Could someone please explain what it means by : Could not open socket

This happens when I try to add a website to my toplist.

ask your host if "fsockopen" is Disabled on your server.

I guess its recaptcha causing it, try to check by disabling recaptcha from admin settings

Its fixed now, didn't work for a couple hours. Very odd.
