Do the users that signs up need to verify their email ?
If not, well that should be added on the next update for sure !

Also, is there a way to mass mail the users ?

No email verification after sign up is not a requirement, nor is it a common request, personally it's never been an issue in my 15 years of running top lists but feel free to post a core feature request.

Yes you can mass email members from admin panel, but exporting the mail list and using a good mail service like mailchimp is more common.

I just had the idea of using toplists for a certain niche (not adult related) and see how it goes....
