Is there a way to have my site auto approve the screen shots as well as the members who join?

Yes, it was a mod_security issue. Now it is working but only in Google Chrome. IE gives a blank (gray) screen.

I received a notice from PayPal that a user has sent me money to be listed as a premium member. I have premium memberships set up to show after 3, 6, and 9 on the list. The user is not listed in any of those locations and when I go to manage premium users they are not listed as a premium user...

Yes, I believe my server meets all the requirements. I Can generate screenshots for the other sites, just not this one.

I didn't see any white space but I did edit the URL to remove the '>' This was a fresh install.

That file resides in the ScreenShots plugin.
