Warning when going to change skins and categories

Hi I get the following error message when I go to my change skins and categories

I have checked the file structue and they seem to be correct unless I am missing something.

1. i reuploaded the root css folder. That alone caused several display issues.

2. Fixed. Appears to be a error related to your server settings ( at least noone else reported this ). Anyway i included a fix for you which also gets into 0.7 final
