Implemented Delete Member -> Delete Banner

Lemoniscool provided a plugin quite some time ago, that when you delete a member, their banner also gets removed from ftp to save space.
This was such a simple, yet useful feature, that we decided to put that into the core back in the days.

Sadly, it left our minds ever since we posted that we would include it.

Thanks to top50servers, who requested that today, it was pushed back into a small storage room in my brain and got included into the 1.3 release
