Number of members to use the _top skin for

If you have number set more than "Number of members to list per page", it will only show on the first page. The other pages will not show members using the _top skin

Correct.

"Top skin" is only applied to first page, there is no reason to show lower ranking members on lower pages using a top skin.

Copy table_top_row template to table_row

Ensure table_open and table_close are both empty
