Issue with PayPal

Hello!
When I tried to purchase Premium Member ship I've gotten this message. I'm just wondering if anyone has countered this issue before:

I followed the direction in this link but it didn't help as my account doesn't have this blocked.

Edit: was a typo mistake in admincp, I put USA instead of USD

Oh i see, you have to verify to accept payments from USA
