inactive site question

I have "inactive sites" set to be removed after 60 days, but I'm not sure exactly what it means by "inactive".

Does this mean there were no votes in 60 days?
No click outs in 60 days? (from my site to theirs)
No click ins in 60 days? (from their site to mine)

or a combination of that.

Inactive, neither a hit in or a pageview. Which is 100% is most cases the proof that no vote button or link is on members site
