Its a complete seperate php/javascript program for ads. I dont really remember the name, but its something from codecanyon i think. You should ask cajkan, he was one of the first who used it.
Basicly you install it seperate from VL and then insert the required javascript into your wrapper and a tiny bit of html into a custom page and that form shows up ( its ajax )
To display those banners its also just a tiny bit of html
Ultimatively VL will use something similar in the coming versions, its on the todo list quite some some time now
