Implemented A bug with banner upload (maybe?)

A user goes to upload banner, and clicks Upload File without selecting a file. There should be an error check against something like that. But you get a success message with 0 byte file see http://cl.ly/image/363e1305093L

Also how can a user remove a banner? I can only see how they can replace it, but not remove.

This is actually already in 1.4 . If memory is correct i added that while fixing php notices on that page

When will 1.4 be released? The latest I see available for download is 1.3
