Don't mean you have to allow more. Giving a webmaster an option don't hurt. Just like a webmaster has the option for the number of new members to display.
I think you should offer the option. It should be a webmaster's decision. A simple warning message beside the size setting fields can advise against it. I can upload a 500 KB avatar here. Is that good SEO?
My old script stored all vote data. It was useful for finding false votes. Suddenly, a user gets a number of votes within a time period. You could tell the where getting a new IP address and voting multiple times.
I could turn off proxy server votes too.

I would change the word install to installing. It looks more like a action link versus that it is doing it
